Right now, there’s a clear rush across the world to build infrastructure for AI development. Governments are announcing capacity, hyperscalers are expanding data centers, and there’s constant focus on how many GPUs are being deployed and how quickly clusters are scaling. But that’s just one side of the story. Equally important is how this infrastructure actually gets used.

The Missing Link

Most conversation around AI still focuses on scale like how large the clusters are or how fast they are growing. While this is easy to measure, it does not reflect how AI is actually being used in practice.

This becomes clearer in the Global South. Compute is expanding, but access is still shaped by things like export controls, concentrated supply chains, and dependence on a few cloud regions.

Even when GPUs are available, that is just the beginning. The harder part comes next, when teams try to set up environments, bring data together, and get models running in a way that fits actual business or public systems.

AI workloads depend on a full stack of capabilities beyond compute: model environments, orchestration frameworks, data pipelines, security, monitoring, and governance. When these are fragmented or incomplete, infrastructure remains underutilized.

India’s Push Toward Sovereign Compute

This gap between infrastructure availability and usable deployment is increasingly shaping how countries approach AI strategy. Across the Global South, governments are beginning to move beyond simply expanding compute capacity toward building more structured, usable ecosystems around it.

India is one such example. Through the IndiaAI Mission, the government has made over 38,000 high-end GPUs available to startups, researchers, and institutions at subsidized rates - roughly one-third of global costs.

With additional tens of thousands of GPUs in the pipeline, the emphasis is shifting from being a net importer of compute to building sovereign capacity at scale.

However, what makes India’s approach distinct is not just capacity creation, but the existence of a parallel digital foundation that can help translate infrastructure into usable systems.

India’s Advantage: Digital Public Infrastructure

India’s digital public infrastructure (DPI) is beginning to change this equation. Systems such as Aadhaar for digital identity, UPI for real-time payments, and Bhashini for language translation already operate at population scale.

They provide a ready-made, interoperable foundation on which AI applications can be built, rather than starting from scratch.

Early examples are emerging. Voice-based interfaces are being layered onto payment systems for greater accessibility. In healthcare and public platforms, language models help structure and translate data across dozens of Indian languages. These use cases demonstrate how DPI can accelerate meaningful AI deployment.

From Infrastructure to Usable Systems

This foundation gives India an advantage. With compute capacity and digital rails already in place, the focus can shift to how infrastructure is delivered. Rather than offering compute as a standalone resource, it can be packaged as pre-integrated, production-ready architectures that reduce the amount of system assembly required by end users.

This means tightly coupled stacks that bring together data ingestion pipelines, vector databases, model serving layers, orchestration frameworks, and security controls.

On the data side, that often means ETL or ELT pipelines that are already set up, feature stores that reduce repeated engineering work, and ready connectors to both structured and unstructured data sources.

On the model side, it’s less about starting from scratch and more about having usable starting points, pre-deployed inference endpoints, environments that support fine-tuning, and access to foundation models that are already curated and tested.

On the operations side, the expectation is toward systems that include observability, drift detection, logging, and retraining signals, along with access controls and compliance rules that are built. Sandbox environments offer isolated, governed spaces for experimentation, testing, and model validation before production rollout.

The impact of this approach is structural. It brings down the engineering overhead required to move from access to deployment, shortens iteration cycles, and lowers operational risk during scale-up. Organizations can focus on problem definition and workflow integration, rather than infrastructure assembly and maintenance.

Path for the Global South

For nations in the Global South, this is where the battle will be won or lost. Access to compute is improving but turning that access into systems that actually run reliably at scale still takes sustained effort.

What will matter over time is not just how much capacity exists, but how usable it is in real environments, how smoothly it can be deployed, integrated into everyday workflows, and adapted to local languages and contexts.

The real difference will not come from who builds the largest clusters, but from who is able to make AI work consistently and meaningfully for people and organizations at scale.
