About The Author
Ajay Shankar is Distinguished Fellow at TERI. A former IAS officer, he served as Secretary of the Department of Industrial Policy and Promotion (DIPP), led power-sector reforms including the Electricity Act, 2003 and helped conceptualise the Delhi–Mumbai Industrial Corridor Project. With over 45 years in public service, he also chaired the National Productivity Council and the Quality Council of India.
