Government considering creation of a ₹20,000 crore risk guarantee fund to boost private sector investment in infrastructure.
Fund may be managed by National Credit Guarantee Trustee Company Ltd (NCGTC).
Fund would cover policy uncertainty and non-commercial risks; developers must hold a minimum stake, with risk-based premiums applied.
