The Delhi Cabinet approved a draft bill on April 29, 2025, to regulate school fees in both private and government schools, following strong complaints from parents about steep hikes.
Before this bill, Delhi had no specific law to control how private schools set or raised their fees, leaving parents open to sudden and unfair increases.
The proposed bill includes the formation of a three-tier committee designed to evaluate and approve any proposed fee increases, ensuring a systematic approach to fee regulation.
Chief Minister Rekha Gupta emphasized the government’s dedication to transparency and the protection of children’s rights in education, asserting that no school should exploit parents financially.
The education department has issued showcause notices to 11 private schools over unauthorized fee increases and is investigating approximately 20 schools for practices like dummy schooling.
“The previous governments in Delhi made no provision to prevent fee hikes. There was no guideline to help the government prevent fee hikes by private schools,” Rekha Gupta said at a press Conference as reported by Business Standard.
The draft bill is set to be tabled in the Delhi Assembly. Upon passage, it will become law, providing a legal framework to regulate school fees and protect stakeholders
Delhi’s initiative to regulate school fees may inspire similar actions in other states, potentially leading to nationwide reforms in educational fee structures.
